Jay Lee has 11 years of local government experience as an urban planner and is currently the Interim Planning Director at the City of Milpitas. He is the project manager for Milpitas SMART. He also oversees the Planning Department and all of its functions including development review and long-range land use planning. His previous public sector roles include Senior Planner for the City of Sunnyvale, Associate Planner for the Cities of Hayward and Pleasanton, and Regional Planning Assistant II for the County of Los Angeles. His private sector experience includes work as an Environmental Planner for URS Corporation. He holds a Master in Planning degree from the University of Southern California and a bachelor’s degree from the University of California, Berkeley. He has been a member of the American Institute of Certified Planners since 2014 and is a Leadership in Energy and Environmental Design (LEED) Accredited Professional with a specialty in Neighborhood Design.
Charmaine is a seasoned brand strategist and communications specialist with valuable experience for more than two decades. Charmaine has deep experience in disseminating critical information to various stakeholders including multicultural audiences. Her commitment to open and accessible communication has been honed through a diverse career in marketing, advertising, public relations, consumer research, and data analysis, where she’s had the privilege of serving as a trusted conduit between organizations and the communities they serve. In her role as Public Information Officer, she ensures transparency, builds trust, and provides valuable information to educate and engage the City of Milpitas community. Charmaine graduated from Northwestern University with a Master of Science degree in Integrated Marketing Communications and is an active member of Taproot Foundation, a national non-profit organization that aims to provide pro bono services to communities and effectively help drive social change.
Sam is an expert in the transit field, working with clients and technical teams to ensure the successful deployment of microtransit services at RideCo. He has led projects in service design, planning, scheduling, and operations from concept through launch, including optimization, for transit agencies and private operators. In his role at RideCo, Sam has delivered data-driven optimization for LA Metro, SunLine Transit Agency, and more, improving financial and quality metrics for agencies across the continent.
